§ 23-6. Drug testing.

Each horse-drawn carriage company or operator shall establish and maintain a drug testing program for all employees in safety-sensitive positions, to include all drivers. The program shall include pre-employment, random, post-accident, and probable cause testing. Records of testing shall be maintained by the employer and shall be made available for inspection by the risk manager or his/her designee or any state or federal regulatory enforcement officials.
