§ 23-11. Hours of operation.

(a)

No horse-drawn carriage shall be operated on the city streets between the hours of 12:00 midnight and 8:30 a.m. on any day. No carriage shall be operated for hire between the hours of 4:30 p.m. and 6:00 p.m., Monday through Friday, except that such restriction shall not apply on legal holidays.

(b)

When weather conditions are adverse or inclement which could harm either animals or passengers, carriages shall not be operated.

(c)

While in motion, carriage lights must be lit from one-half hour before dusk until such time as night operations cease. Carriage lights shall be lit during inclement weather.
